Colin Pitchfork will be able to change his name when he leaves prison this month. He reportedly has dodged the sex offender list because of a legal loophole that says that the strict monitoring conditions cannot be imposed on anyone convicted of sex crimes before 1997. Conservative peer Lord Porter called on the Ministry of Justice to consider closing the loophole in the House of Lords this month.
