Cannabis Reform: Many Steps Forward and Few Steps Back

In 2021 alone, five states legalized recreational cannabis through legislative efforts; one state legalized medical cannabis use; two states had recreational legislation succeed in either the house or the senate, but not both chambers, and will revisit in 2022; two state supreme courts reversed successful 2020 ballot initiatives; and three United States senators introduced a draft reform bill. With all of this being said, the majority of U.S. adults now have access to legal recreational cannabis. More ballot initiatives are gaining momentum in red states where Republican governors will watch as voters push to legalize either recreational or medical cannabis.
