The Federal Motor Carrier Safety Administration’s (FMCSA) Drug & Alcohol Clearinghouse has had a significant impact on the trucking regulatory landscape. According to Michael Precia, president and chief strategy officer at Fleetworthy Solutions, the first challenge is understanding what the Clearinghouse does and its wide impact on all CDL drivers who operate commercial motor vehicles on public roads, as well as their employers and service agents. Effective Nov. 18, the rulemaking extends to state driver’s licenses agencies.
