The UN Commission on Narcotic Drugs (CND) removed cannabis from Schedule IV of the 1961 Single Convention on Narcotic Drugs on Dec. 2 and just two days later, the United States House of Representatives voted to decriminalize cannabis at the federal level. If passed by the Senate, the substance would be removed from the schedule of controlled substances and permit its taxation and sale. Thirty-six states in the United States now permit the legal medical use of cannabis, leaving a disconnect with federal law, but the MORE Act seeks to resolve this, removing the plant from the list of controlled substances and placing a five percent taxation on it.
