Section 2 of the form can be completed any time after Section 1 is completed, but must be done on or before the third business day after the first day of work for pay. This is often called the “Thursday rule,” as someone who starts work on a Monday generally has to bring her documents for completion of Section 2 by the end of the day on Thursday.
